Abstract:
The paper presents the results of the analysis of the Russian practice of assessing the budget expenditures of territories in the distribution of equalizing transfers, as well as testing various approaches to assessing the “model budget”. The study allows to formulate specific recommendations for improving the assessment of the “model budget”and the further application of this assessment in the distribution of intergovernmental transfers.
