Abstract:
In this paper we describe the studies in which the authors answer the question of whether the resource-rich economies indeed, systematically fails to take advantage of such manifestations of luck, as the large-scale flows of resource revenues. Is it true that they are growing slower than they would like, and sometimes even slower than the country in which the size of the revenues from natural resources is much less? And the reason for this relatively slow growth?
