Abstract:
To date, score as metafunction in personnel management is conducted inefficiently, and often a formal element of human resource management. The virtual absence of a single standard support personal and professional development of civil servants on the basis of a systematic and prolonged evaluation to date is one of the main obstacles to increasing the level of professionalism of civil servants and the quality of governance. Government is currently carried out considerable work aimed at improving the competence of civil servants and streamlining of procedures and selection tools on the job of the state civil service.
