Abstract:
The paper identifies the main directions and strategies of internationalization of Spanish universities and Spain as a whole. historical political factors that influenced the differentiation of regions, and the latest political factors associated with new risks and threats to the sustainable development of regions. The article analyzes the indicators of accessibility of higher education for foreign citizens in Spanish universities (University of Salamanca, Autonomous University of Barcelona, Complutense University de Madrid, University of Valencia, University of Alcala) as a realized opportunity for a foreign citizen to take advantage of the academic, financial, territorial, socio-cultural, organizational and other conditions provided by the host country and University for studying and receiving education. The problems of accessibility of higher education for foreign citizens in the context of the COVID-19 pandemic were identified and the analysis of government measures to ensure accessibility of higher education in the current situation was carried out.
