Abstract:
The paper proposes the author's interpretation of the concept of "regional inequality" through the category of accessibility, namely the availability of goods and services that are assessed by residents of the regions as necessary for the implementation of their life strategies. In Russian practice, when assessing regional development, as a rule, indicators are used to compare the economic well-being of residents of regions, based on their principle of "minimality" and not their principle of "sufficiency". The degree of accessibility of goods and services related to the possibility of owning such stratification characteristics such as "money", "prestige" and "power" (highlighted by the classics of scientific thought). Prestige is associated, for example, with indicators of access to education, and "power" is associated, for example, with indicators of the possibility of public influence on political and managerial decision-making in the region and on the ground. It is revealed that in the foreign experience (on the example of countries As in the Russian Federation, indicators of accessibility of a number of significant goods and services are not taken into account. The authors proposed the following directions optimization of the system of indicators for assessing regional inequality in Russia.
