Abstract:
The relevance of the study is determined by the existing contradictions between the challenges of the intensively developing digital environment and personal and professional values of educational organization managers, which requires the formation of digital culture and relevant competencies that influence the success and efficiency of the manager in solving the problems of digitalization and digital transformation of the educational organization. The aim of the study: to identify the level of digital culture of managers of general educational organizations. The main objectives of the research are: methodological substantiation of the concept of digital culture and the model of competences of the head of a general education organization possessing a high level of digital culture; development of the model of competences and tools for assessing the digital culture of the head of a general education organization. The substantiation of methodological aspects is implemented through theoretical and empirical research methods. The following methods were used for development: interpretative and descriptive, expert group method and ets. The following main results were obtained: a model of competencies of the head of a general education organization with a high level of digital culture and its methodological justification; validated tools for assessing the digital culture of the head of a general education organization. The main conclusions of the study are as follows: the methodological basis for understanding the digital culture of the head of an educational organization requires a new setting-incremental approach. The digital culture of the head of an educational organization is considered as an advanced area of professional managerial culture in the context of modern digital changes. It includes digital thinking, digital affiliation, digital flexibility and digital experience necessary for mastering and effective application of digital technologies in the process of digitalization, digital transformation and digital development of educational organization. The developed model can be implemented at different levels for the formation of digital culture, as well as for the formation of new approaches to management in the context of developing digital technologies and changes in the culture of lifestyle of the head of an educational organization. The developed tools represent a qualitative toolkit for determining the achieved level of digital culture, on the basis of which recommendations on the development trajectory of the assessed organization can be made.
