Abstract: The current geopolitical situation, complicated by sanctions pressure, falling real incomes of the population, aggravation of contradictions between participants in investment and construction activities, forms the relevance of the topic, and the approach to its development – scientific novelty. Thus, the purpose of the study is to form conflict–free construction mechanisms that allow overcoming sanctions challenges and entering the trajectory of sustainable innovative development. To achieve this goal, the authors set tasks related to the assessment of strategic, legislative, organizational and methodological measures of state regulation of construction activity, as well as certain aspects of case law, identification of conditions and formation of conflict-free construction technologies to overcome the impact of destructive factors of construction development. The study was prepared on the basis of the materials of the research work carried out in accordance with the State Task of the RANEPA for 2023. The methodological basis of the research was the following scientific methods: holistic approach, project-oriented approach, system-dynamic method. Based on the results of its implementation, the authors draw conclusions about the need to overcome conflict-causing factors of different nature by moving to an advanced type of regulation of the construction industry and taking measures aimed at modifying managerial, communication, organizational and methodological approaches and strategies. Based on this, the authors have outlined conflict- free construction technologies and directions for improving approaches to current regulation in the administrative, competence and digital plane for recommendation purposes. Prospects for research on this topic are associated with the introduction of conflict-free construction mechanisms into the practical activities of state bodies and economic entities, as well as with the development of additional competencies of all project participants.
