Abstract:
The orders of the Government of the Russian Federation on individual programs of socio-economic development (IPD) of 10 Russian regions with a low level of socio- economic development were approved in 2020. These programs are aimed at developing transport, engineering and social infrastructure, creating territories with preferential regimes, financing the development of design and estimate documentation, and removing institutional restrictions. The relevance of the study is formed by the need to assess the implementation of these programs and their impact on the dynamics and level of socio-economic development of the Russian subjects. Such an assessment may make it possible to prepare proposals for the further use of such a mechanism within the framework of the federal territorial development policy. The aim of the study was to assess the impact of individual programs on the socio-economic development of subjects of the Russian Federation with a low level of socio-economic development. Within the framework of the study, the following tasks were set: 1) to analyze the implementation of IPD in regions with a low level of socio- economic development in 2020-2023; 2) to analyze the dynamics of socio-economic development of the regions in which individual programs are implemented; 3) to conduct interviews with stakeholders about the implementation of individual programs in key regions; 4) to assess the impact of individual programs on the dynamics of socio-economic development of the respective regions, including taking into account the impact on certain areas of regional development. The research methodology is based on scientific developments in the field of risk-based approach, as well as on foreign methods for evaluating the effectiveness of state support measures by assessing «complementarity effects». The implementation of the tasks was carried out using sociological methods, including expert interviews in two regions where individual programs are implemented – the Republics of Altai and Mari El, and round tables with federal and regional executive authorities and control and accounting bodies of the regions. The desk research of the data was carried out using methods of statistical analysis, quantitative and qualitative comparative analysis, methods of assessing socio-economic effects and forecasting, methods of compiling infographics. As a result of the study, it was found that, according to statistical parameters, the effects of the implementation of individual programs are currently poorly noticeable, while the effect of the implementation of programs on investment activity in the regions is still higher than on the labor market. At the same time, the importance of the local effects of the implementation of the IPD is noted, as well as the significant multiplicative effect of the program's activities in related areas. In most regions, the implementation of programs has made it possible to introduce and implement region-specific mechanisms and measures that complement the existing federal support mechanisms. In addition, it is noted that the effect of individual program activities will be noticeable only in the medium term, and therefore it is rational to carry out a broader assessment of the results of the implementation of individual programs several years after the end of their implementation in 2024. The conclusions and recommendations developed in the framework of this research may be used by the authorities (primarily the Ministry of Economic Development of the Russian Federation) to improve the implemented measures of state support of underdeveloped subjects of the Russian Federation and develop additional ones, as well as by scientific and educational structures in the field of economics for the development of scientific potential in order to improve the quality of expert and analytical work and educational programs. The results of research were also provided to the Accounts Chamber of the Russian Federation for use in expert and analytical activities, as well as to fulfill the Instructions of the Deputy Prime Minister of the Russian Federation D. Grigorenko dated March 15, 2023, addressed to the Ministry of Economic Development of the Russian Federation, the Ministry of Finance of the Russian Federation, the Accounts Chamber of the Russian Federation and the State Duma Committee on Budget and Taxes, to analyze the effectiveness of the implementation of IPD in order to improve this state instrument for the next period.
