Abstract: The paper investigates the influence of institutional, financial and structural factors on company training participation rate in Germany, Denmark, Sweden, and the United Kingdom. The empirical analyses is based on the micro data of the 2nd Continuing Vocational Training Survey (CVTS2). Theoretical starting points are the Transitional labour markets connected with the social risk management perspective (Günther Schmid) and economical approaches. There is evidence that institutional factors like collective agreements on training have a positive impact on the training participation rate in companies. Furthermore, investments in initial vocational training do not appear to compete with investments in further training, but seem to be positively related in Germany and Sweden. The interpretation of the cost sensitive variables is cumbersome, because they also reflect structural differences between the companies or training policies, not merely the cost aspect. Thus, it is impossible to draw any conclusion on the relation between the companies training costs and the employees participation rates in training. Future international comparison of companies training behaviour would benefit enormously if it would be possible to incorporate detailed information on the qualification structure of the workforce and the training participants in the CVTS.
