Abstract: Анализируется проблема социально-экономического развития России сквозь призму человеческого капитала. Показана роль государства в приросте человеческого капитала общества. Определены направления реализации стратегии «социального императива», предложены и обоснованы поправки в Бюджетный кодекс Российской Федерации в части финансирования бюджетных учреждений науки, культуры и образования

The problem of social and economic development of Russia is analyzed through a prism of human capital. The author shows the role of state in gain of human capital of society. The directions of realization of the strategy of «social imperative» are defined, amendments to the Budgetary code of the Russian Federation regarding financing of budgetary scientific, cultural and educational establishments are defined
