Option value and quality in the measurement of equity in the delivery of health services

Abstract:
The aim of the paper is to perform two measurement exercises in the field of the horizontal equity in the delivery of health services. The first tries to show that, taking account of 'optional' benefits received by those not currently ill, there is a shift to a more pro-rich distribution of health services in Italy. The second does the same with the 'quality' of benefits received. We conclude that, if you take account of both effects, there is some evidence that in Italy there is a pro-rich distribution of total health services.
