Abstract:
This policy brief investigates the roles of subnational governments in trade policy formulation and implementation, the level of mainstreaming of trade in subnational governments' plans, policies, and strategies, and coherence and complementarity in the trade-related policies and strategies of federal and subnational governments. The policy brief highlights the need for clear articulation of roles for subnational governments regarding trade policy formulation and implementation, necessary capacity building, and updating or revising important trade policy documents to reflect the roles of subnational governments.
