Abstract: Against the popular perception that the New Order economic policymaking was subservient to the interests of capital and oriented towards the market, empirical analysis suggests that economic policymaking of the era was indeed centralistic and state-centered. While capital owners could influence policy directions, their role was fairly limited. Market-based economy, on the other hand, was rarely implemented in full, as deregulation and liberalisation policies undertaken during the period were more results of external pressures instead of an ideological choice. After Soeharto, the relative domination of the state vis-…-vis global capital declined, yet it is still too early to conclude that the domination of the state in policymaking has been taken over by that of global capital.
