La pobreza en la Argentina.Explorando más allá de los ingresos y más allá de los promedios (Incidencia, composición y evolución 2004-2019)

Abstract: This document presents the results obtained from calculating the prevalence of different forms of poverty in Argentina, using data from the Permanent Household Survey (EPH) for the period 2004-2019 and applying a methodology that bases the inclusion of the dimensions, the identification and aggregation from the perspective of rights and the conceptual framework of the life cycle. The composition of poverty and its structure are also analyzed. Additionally, the profiles are evaluated by age and by various characteristics of the household in which the poor and/or deprived persons from the exercise of any right considered basic reside. To the data of a monetary poverty that, in 2019, affects 35% of the population, this document adds the following information: 40% of people are deprived of at least one basic non-monetary right, 21% is poor due to their income and, at the same time, is deprived of some basic right, and 55% of the population experiences some type of deprivation, either of income or of some right. Non-monetary dimensions include deprivations of quality employment. They are followed, in order of importance, by deprivations of social protection, education, housing, sanitation and water. Progress between 2004 and 2019 was not satisfactory, with progress being observed between 2004 and 2011, during the expansive phase of the supercycle, and stagnation and setbacks between that date and today, 2019.
