Saving in Eastern Europe

Abstract:
Two scenarios dominate the discussion about the future of eastern Europe. In the first, the combination of good fundamentals and proximity to the EU generates ASEAN-stype tigers rapidly catching up to western Europe. In the second , the combination of ininherited burdens and populist policies generates Latin-style inward looking economies turning eastern Europe into the perennial poor cousin.
