Abstract:
[TR] Maliye politikasi araclarinin iktisadi faaliyet uzerindeki etkilerinin zamanlamasinin ve buyuklugunun belirlenmesinde mali carpan onemli bir islev gormektedir. Kamu harcamalarinda veya vergi gelirlerinde meydana gelen bir birimlik dissal degisimin milli gelir uzerinde meydana getirdigi etki olarak tanimlanan mali carpan, kullanilan politika aracina gore farkli degerler alabilmektedir. Bu calismanin amaci kamu harcamalarinin iki onemli bileseni olan kamu tuketim ve kamu yatirim harcamalarinin carpan degerlerini guncel verilerle hesaplamaktir. Calismanin bulgulari kisa vadede kamu tuketiminin orta vadede ise kamu yatiriminin daha etkin bir maliye politikasi araci oldugunu gostermektedir. Kamu tuketiminin GSYIH uzerindeki maksimum etkisi ilk anda (etki carpani) ortaya cikarken kamu yatirimlarinin GSYIH uzerindeki maksimum etkisi daha buyuk olmakta ve gecikmeli olarak gozlenmektedir. [EN] The fiscal multiplier plays an important role in determining the timing and magnitude of the effects of fiscal policy instruments on economic activity. The fiscal multiplier, defined as the effect of a oneunit exogenous change in public expenditures or tax revenues on national income, can take different values depending on the policy instrument used. The aim of this study is to calculate the multiplier values of public consumption and public investment expenditures, which are two important components of public expenditures with current data. The findings of the study show that public consumption in the short term and public investment in the medium term are a more effective fiscal policy tool. While the maximum effect of public consumption on GDP occurs at the first period (impact multiplier), the maximum effect of public investments on GDP is larger and observed with a delay
