Community Action in post-socialist Lithuania: Third Sector participation in a Rural Partnership Programme

Abstract:
The literature on governance and rural development recognises local participants as “competent actors in the development process” (LEADER European Observatory, 1997). This literature, however, refers to the liberal democratic context of the EU15 where rural interest groups are more prolific than in their post-socialist EU member counterparts. Given the absence of a liberal democratic third-sector tradition in recently acceded post-socialist states, interesting research questions present themselves in the transposition of governance and rural development to Central and Eastern Europe (CEE). One such question concerns how socialist historical experiences will influence the new emergence and operation of community organisations. This paper focuses on the Ukmerge district of Lithuania, where a Rural Partnership Programme (RPP) was implemented from 2000 to 2003. As part of the programme’s capacitybuilding phase, a number of community organisations were established and these provide an opportune focus of analysis to gain an understanding of how the third sector, by means of community organisations, newly emerged and took form in the post-socialist setting of Ukmerge.
