Abstract: The aim of the paper is to make a renewed analysis of the situation of the technological innovation in Spain. A central feature of the study is the relation between innovation and the evolution of the productive system within an international scenario. Therefore, the intention is to deep in to the knowledge of qualitative aspects of that situation in order to allow us to orientate the innovation policy in an new perspective more based on the quality and efficiency of the instruments than on their quantity.
