The principal objective of the article is to identify measures that progressively (medium-term objectives), with a view to the growth of the entrepreneurial system, encourage the improvement of the structural conditions both internal and external to enterprises in order to "value chainâ€ and supporting their competitive positioning on international markets at all stages of the "life cycle" of the company giving economic centrality to micro and small Italian companies.
