Abstract: This document reflects the technical cooperation between Ministerio de Industria, Energí­a y Minerí­a (MIEM) and Instituto de Economí­a, with de objective of providing technical support for the design of a subsidy for the consumption of certain basic services, such as electricity and water, targeted towards lower income population. As a first step, we review similar experiences of such public policies in the region. We also consider previous attemps to subsidize energy consumption in Uruguay. A detailed analysis of the consumption pattern for energy and water services of the Uruguayan population is undertaken using the latest available expenditure survey. One important problem in the case of Uruguay refers to the fact that a relevant percentage of households do not pay for electricity they consume. We estimate their consumption based on an econometric model, as it is a relevant aspect for the design of the subsidy
