Abstract: The 2019 Report examines the role of rules of origin in supporting the implementation of the African Continental Free Trade Area and strengthening intra-African trade. It analyses how the design, administration and enforcement of rules of origin influence trade patterns, industrial development and regional value-chain formation across the continent. Particular attention is given to the relationship between trade liberalization and industrialization, as well as the implications of differing productive capacities among African countries. The Report evaluates the institutional and technical challenges associated with implementing rules of origin and considers how new technologies can improve transparency, compliance and efficiency. The analysis identifies policy measures that can enhance the developmental impact of regional integration by supporting productive transformation, strengthening competitiveness and facilitating greater participation by African enterprises in regional and continental markets.
