Abstract: The 2020 Report examines the scale, causes and development consequences of illicit financial flows in Africa and assesses their implications for sustainable development. It analyses the mechanisms through which financial resources leave the continent, including trade misinvoicing and other commercial, fiscal and financial practices that reduce public revenues and constrain development financing. Particular attention is given to the effects of illicit financial flows on domestic resource mobilization, public investment, governance and economic transformation. The Report evaluates available measurement methodologies and presents evidence on sectoral and country-level patterns, including in extractive industries and international trade. It also considers the institutional, legal and international dimensions of combating illicit financial flows. The analysis identifies policy measures at national, regional and multilateral levels aimed at strengthening transparency, improving revenue collection and supporting sustainable development through enhanced domestic resource mobilization.
