Abstract: The 2007 Report examines the potential for domestic resource mobilization to support economic development in Africa and reduce dependence on external financing. It analyses trends in savings, investment and financial development and explores the institutional and policy factors that influence the generation and productive use of domestic resources. Particular attention is given to the role of developmental States and the policy space required to design and implement nationally driven development strategies. The Report evaluates the relationship between domestic resource mobilization, investment and long-term growth and considers how government policies can address market failures and structural constraints. It identifies policy measures aimed at strengthening financial systems, improving resource allocation and supporting productive investment, economic diversification and poverty reduction.
