Abstract: The 2007 Report examines the contribution of regional cooperation to economic development and structural transformation in developing countries. It analyses the opportunities and limitations of regional integration arrangements and evaluates their potential role in supporting industrialization, trade expansion and economic diversification. Particular attention is given to the relationship between regional cooperation and national policy space, especially in comparison with bilateral and regional agreements between developed and developing economies. The Report also reviews global economic conditions, including persistent external imbalances and financial volatility, and considers their implications for development prospects. The analysis argues that regional cooperation can extend beyond trade liberalization to include monetary, financial, infrastructural and technological collaboration. It highlights policy approaches that strengthen productive capacities and support deeper integration into the global economy while maintaining development-oriented policy flexibility.
