Abstract: The 2015 Report examines the role of innovation policy in promoting industrial development and structural transformation. It analyses the relationship between technological learning, productive capacity development and industrialization in the context of sustainable development objectives. Particular attention is given to the design of innovation policies that complement industrial strategies and support productivity growth, competitiveness and economic diversification. The Report evaluates how governments can strengthen technological capabilities and innovation systems to facilitate industrial upgrading and long-term development. It also considers the institutional conditions required to support innovation-driven growth and examines policy experiences relevant to developing countries. The analysis highlights the importance of integrating innovation and industrial policies to achieve inclusive and sustainable development outcomes.
