Abstract: The 2004 Report examines the growing importance of services in international investment and production and analyses the implications of the shift of foreign direct investment towards services industries. It reviews global and regional trends in investment flows and assesses the increasing role of transnational corporations in sectors such as finance, telecommunications, infrastructure and business services. Particular attention is given to the emergence of offshoring and the internationalization of service activities enabled by advances in information and communication technologies. The Report evaluates the development implications of services investment, including its effects on productivity, competitiveness and access to essential services. It also considers the policy challenges arising from expanding international investment in services and examines how national and international frameworks can maximize benefits while addressing potential economic and social concerns.
