Abstract: The 2016 Report examines the policy challenges associated with investor nationality and the ownership structures of multinational enterprises in an increasingly complex global economy. It analyses trends in foreign direct investment and reviews the implications of cross-border corporate structures for investment regulation, treaty coverage and national investment policies. Particular attention is given to ownership, control and nationality criteria used in investment agreements and domestic legislation. The Report evaluates how evolving multinational ownership networks affect the effectiveness of investment policies and explores approaches for improving transparency and regulatory consistency. It also reviews recent developments in global investment flows and assesses their implications for sustainable development. The analysis provides policy guidance for addressing ownership-related issues while maintaining an investment environment that supports productive and long-term development outcomes.
