Abstract:
The 2018 Report examines the interaction between international investment and emerging industrial policies in developed and developing economies. It analyses recent trends in foreign direct investment and evaluates the implications of declining global investment flows for industrial development and structural transformation. Particular attention is given to the growing use of industrial policy instruments in response to technological change, global competition and evolving development objectives. The Report reviews investment policy tools that can support industrial upgrading, innovation and productive capacity development while maintaining an open and predictable investment environment. It also considers how governments can align investment promotion with national industrial strategies and sustainable development goals. The analysis identifies policy approaches for strengthening the contribution of international investment to industrial development and long-term economic growth.
