Abstract: The 2019 Report examines the role of special economic zones (SEZs) as instruments for attracting investment, promoting industrialization and supporting economic development. It provides a comprehensive assessment of the global expansion of SEZs and analyses their performance in different economic and institutional contexts. Particular attention is given to the changing role of zones in light of sustainable development objectives, technological change and evolving international production patterns. The Report evaluates how SEZs can contribute to investment attraction, export growth, employment creation and integration into global value chains. It also assesses policy challenges related to governance, competitiveness, environmental sustainability and technological upgrading. The analysis identifies strategies for modernizing SEZs and enhancing their contribution to structural transformation and sustainable development in developing and transition economies.
