Abstract:
The reforms of social protection in health care implemented since the 1990s have not only modified its financing but also led to the delegation of part of the regulation of health care to the complementary health insurance organisations. The public authorities have adopted various measures: the Le Roux law, responsible contracts, the generalization of company supplementary health insurance and 100% health insurance which, by aiming to make the market more solvent, have enabled OCAMs to develop and become fully-fledged players in the social protection system. The purpose of this work is to analyse these systems through a reading grid based on three forms of injunctions: financial, political and/or social. The article points out both the continuity and the inconsistencies of these mechanisms, in particular their capacity to generate new social inequalities in the field of complementary health insurance.
