LOCAL SELF GOVERNANCE IN INDIA: A STUDY OF AUTONOMOUS DISTRICT COUNCIL IN MANIPUR AND MIZORAM

Abstract: The present paper deals with a unique system of Local self Government institution in two states of north east India, Manipur and Mizoram. The Sixth Schedule to the constitution of India provides for the formation of Autonomous District Councils by the Tribal Communities themselves. In this context an attempt has been made to make a comparison of Autonomous District Council in Manipur with Mizoram. Although the District Councils in Manipur was dysfunctional since twenty years the recently held district council election in May 2010 would surely usher in a new era of Local Self Governance.
