Abstract: The winters of 2001 and 2003, when New Zealand's electricity generation and distribution systems struggled to meet demand, highlighted the country's capacity vulnerability. Peter McLay warns that the relative stability of electricity prices during the 2004 winter should not distract us from long-term capacity-planning issues.
