Social Assessment: El Salvador Basic Education Modernization Project

Abstract: As part of the preparation of the El Salvador Basic Education Modernization Project, a Social Assessment (SA) was undertaken between November 1994 and February 1995 to identify the stakeholders and the major benefits and risks of the proposed education reform, and to formulate an action plan focusing on both the enforcement capability of the government and the involvement of schools and communities in carrying out the education reforms. An institutional component analyzed the organizational and legal framework of the education system, as well as its constraints, and a community participation component identified the main stakeholders, how informed they are, their values and interests, their evaluation of the education system, and willingness to commit.
