Abstract:
The IDHEAP has published its Comparison of Cantonal and Municipal Finances every year since 1999. The aim is to shed light on the fiscal condition of the Swiss public authorities. The comparison covers all institutional levels: the Confederation, the 26 cantons and a dozen cantonal capitals which rank among Switzerland's largest cities. The comparison is based on eight indicators. The result for each indicator is graded between 6 (excellent) and 1 (poor). This makes it possible to merge the indicators while weighting them on the basis of their significance. Thus, it is possible to judge the financial health of the canton, on the one hand, and the quality of its financial management, on the other hand, and, finally, to summarize its overall situation.
