Abstract:
The literature on organizational change very often tells about two specific effects on a organization‘s propensity to change: The positive effect of prior changes and the negative effect of time elapsed since last change. However, these effects might be caused by unobserved heterogeneity as Beck (2001), who analyzed changes of personnel rules of a German bank, found out. In a replication of this study with rules on quality management, which is presented here, these results are confirmed: When unobserved heterogeneity is controlled for via a fixed effect model the probability of a rule change decreases with the number of prior changes significantly, while it increases when unobserved heterogeneity is not controlled for. Moreover, only in the fixed effect model the risk of rule change increases with rule version age which parallels time elapsed since last change pretty closely.
