In defense of quantum

Abstract:
Investor-state dispute settlement (ISDS) has come under intense criticism from some quarters, in part due to perceived "mega" quantum claims that strain both credulity and states' ability to pay. The author describes these contentions as largely overblown, from the perspective of a practitioner representing ISDS claimants.
