Abstract: Durch die Entscheidung des Bundesverfassungsgerichts vom November 1999 wird eine Neuordnung des Länderfinanzausgleichs erforderlich. Damit steht auch die Berücksichtigung der Seehafenlasten der Küstenländer auf dem Prüf stand. Wie sind diese^ Vergünstigungen zu beurteilen? Welche Alternativen gibt es zur gegenwärtigen Praxis?
