Abstract: Hamburg und Schleswig-Holstein müssen sich dem globalen Wettbewerb stellen. Sie könnten ihre Ausgangsposition verbessern, wenn sie ihre Kräfte bündelten. Wo liegen die Stärken und Schwächen der beiden Länder? Welche gemeinsamen Interessen sollten sie verfolgen? Welche Rolle spielen dabei Infrastrukturprojekte? Was lässt sich politisch durchsetzen?
