Abstract: The current debate about the International Telecommunication Regulations (ITRs) is fierce. Ngan are crucial and investments burden ought to be borne by different players in the value chain. The etno proposal, aiming at inserting new high level principles in the ITRs, focuses on IP interconnection commercial agreements and end-to-end quality of service delivery: a win-win perspective
