Abstract:
This paper investigates the current state and challenges of artificial intelligence (AI) implementation in German municipal administrations. Despite AI's growing relevance in society, empirical insights into its acceptance and use in local government are still scarce. Drawing on a nationwide online survey of citizens and municipal officials (n=142; n=50), the study analyzes perceptions, experiences, and expectations regarding digital and AI-supported services in local administration. Research questions focus on the extent of digital transformation, use cases, acceptance, and perceived barriers among both groups, as well as organizational and regulatory drivers and obstacles. Results show that while AI-based services are widely considered crucial for future municipal operations, their practical application is still limited, often restricted to fields like automated translations or citizen communication. Data protection, lack of information, and organizational hurdles emerge as main barriers. The paper concludes with recommendations, emphasizing the need for clear strategies, targeted training, and regulatory clarity to promote effective and responsible AI adoption at the municipal level.
