ATIP_VOLCANO: Stata module to plot outlier evidence vs. magnitude

Abstract: atip_volcano draws a volcano-style scatter plot (magnitude on X, evidence on Y) from the output of atip_score, using the same visual language as an existing MMD volcano-plot command but without inventing a formal p-value, since the underlying rules are heuristic. Vertical jitter is applied because the evidence axis (0-5) is discrete.
