Abstract: The transformation of state sovereignty in the twenty-first century became a real challenge to the international system. Some countries ceased to exist fully independently from the surrounding world economy and universal communication system. The constant participation of people in direct international communication has created a new political and legal reality on a universal scale - a virtual sovereignty.
