Re-Envisioning the Margin Protection Program

Abstract:
Richard (2017) found evidence revealing MPP impact differences due to milk and feed market differences across the dairy production regions. The Margin Protection Program is likely to be reformed in the 2018 Farm Bill in order to address producer’s concerns. There are many approaches to analyze potential new policies. This paper will document recent proposals and develop an additional approach to reforming the federal dairy safety net. The cases of New Mexico and Wisconsin will be examined for how a shift in the range of margins protected by MPP might affect risk reduction.
