Abstract:
This paper analyzes the impact of the Congressional budget process on the annual operati9n of agricultural commodity programs and on the provisions in the 1977 omnibus farm bill. Discussion on how the process could develop further is included. Background information on the budgeting process is provided as a framework for the analysis.
