Abstract: This working paper 142 outlines the starting point for research on local migration and refugee policy in rural areas in Germany. Reference is made to the multilevel governance of the political and the administrative level, to options for actions at the municipal level concerning different policy fields (housing, employment, education, language, health and mobility) as well as to aspects about participation of refugees. Finally, the working paper summarizes possible important factors for local migration policy.
