Toward Increased Cereals Production in Ethiopia: Using a Commodity Systems Approach to Evaluate Strategic Constraints and Opportunities

Abstract: The objective of this paper is to present a framework and process that can be used by Ethiopians for strategic planning in the cereals system, to highlight the most important constraints to increased productivity and identify critical investments to alleviate them. The paper uses the framework to take a "first cut" at identifying major constraints and opportunities, and areas requiring further research, drawing on findings from a rapid appraisal of major food surplus and deficit areas.
