Abstract: The purpose of this paper is to present a methodology for analyzing public investment plans based on Sen's theory of capabilities. Specifically, we will review the methodological and application problems involved in the use of Sen's theoretical framework for assessing the environmental and intergenerational impact of long-term public investments.
