Settlement transformation and the problems of its adequate consideration in the spatial development strategy

Abstract: The article analyzes the discussion of the draft of the Spatial Development Strategy of Russia, related to the issues of transformation of the settlement system in the country. The results of sociological surveys, scientific research proving the advantages of the largest urban agglomerations as points of economic growth and places of residence of the population, are generalized. The author proves the inevitability of transformation of the settlement system as a result of the changes taking place in the economy and society. Correspondingly, she suggests improvements of the system of statistical accounting (increase of transparency of the territorial structure of expenditures of federal and regional budgets, formation of statistical accounting in the context of urban agglomerations) and federal spatial policy.
