Abstract: This study explores the digital transformation of human resource (HR) management within higher education institutions, focusing on its challenges, opportunities, and strategic implications. Employing a qualitative case study approach, data were collected through semi-structured interviews and document analysis from 15 participants, including HR managers, educators, and IT specialists. The findings reveal significant barriers, such as financial constraints, resistance to change, and data security concerns, alongside transformative opportunities, including streamlined HR processes, enhanced decision-making through AI and analytics, and personalized professional development. The study highlights the need for robust governance frameworks, strategic alignment of digital initiatives with institutional goals, and targeted training to overcome these challenges. Conclusions emphasize that while digital transformation is complex, its potential benefits far outweigh the hurdles, fostering innovation, efficiency, and adaptability. Recommendations for future research include examining long-term impacts of emerging technologies like AI on HR practices and exploring scalable strategies for successful digital integration across diverse educational contexts.
