Fragmented Energy Governance and the Provision of Global Public Goods

The fragmentation of the global energy governance characterizes it as a regime complex covering differentiated energy issues. The emergence of new issues has expanded the global energy agenda, and the transition to an interpolar structure increasingly hinders the alignment of heterogeneous preferences among major global energy players.
